 At the national and European levels there are different types of public funding for innovation to support each crucial stage of development. These schemes come from different “windows” such as Bpifrance, Ministries, the European Union, collectivities, and provide tax incentives, grants, loans at preferred rates, repayable advances, equity investments, …

A few examples of funding for innovation:

Research Tax Credit is an essential financing tool (CIR)  for SMEs.  It is calculated on the basis of R&D expenses incurred by the company during the calendar year, regardless of the closing date (30% of the R&D expenses for a first tranche up to 100 millions d’euros ). The Research Tax Credit is a net resource for the company because it is either deducted directly from the tax on profits to be paid (Corporate Tax or Income Tax), or in the form of an immediate refund (for SMEs,  in the European sense of the term).

The Investment for the Future Programme (PIA) was implemented to finance promising and innovative investments in order to increase potential for growth and employment in France. With this new edition, the PIA4 is reinforced with a total envelope of €20 billion. From the emergence of an idea to the distribution on the market of a new product or service, the PIA intervenes throughout the innovation life cycle and is the link between public research and the business world.  The Government’s investment in an innovation project is often co-financed by private or public partners.

Horizon Europe is the European Union’s framework programme for research and innovation from 2021 to 2027. It has a  € 95,5 billion budget, which makes it in fact the most ambitious research and innovation programme in the world. Operating by calls to propositions, Horizon Europe tackles all societal issues of tomorrow in the principle sectors; health, inclusive and safer society, numeric and industrial, climate, energy and mobility, food industry and natural resources.  A closer collaboration is also planned with other European Union programmes such as the European Defense Fund and the Digital Europe programme.

The Innovation Tax Credit (CII),is intended only for SMEs who spend money specifically for innovation. It is deductible from income tax or corporate tax due by companies for the year during which the expenses were incurred.. The Innovation Tax Credit rate is 20 % for expenses capped at 400 000 € per year, i.e. a maximum of 80 000€ in tax cedit per year.
